Angular 13, Video Support, Improved Continuous Integration

Here's the high level change log of what's different.

• Angular Upgrade from v8 to v13 (latest, they update every 6 months) -- New rendering engine for significantly faster page loads and DOM manipulation
• Video Support -- Switched dialog to angular material dialog and carousel to new, better supported carousel library swiper.js. -- Videos auto-pause on navigation away from playing video, or on dialog dismissal.
• Continuous integration now produces builds for both "staging" configurations (e.g. ca2, mycar2) and production configurations (ca, mycar) simultaneously on every commit.

I wanted to show you through the code flow to understand some options on one particular conditional I'll show you. We can come back to find better ways to do this, but I don't think it's worth the complexity to be frank. I'll let you decide though.
