Vehicle Tab - Work order note doesn't error when locked #120

UI fails to display error when a work order lock exists.

Confirmed this is an issue as I found my original note where I wrote down the issue...

@scaspers feel free to multi-client test.

The test I've performed is locking via the vehicle tab in one client, and then using both work order notes from inspection or vehicle tab (only available in read only version of this view), and now both show the error.

If you'd like to file a separate improvement for retaining the user's work order notes in some way, let's track that as a different task.
