Unable to load mods from factorio

Trying to import the pyanodon mod suite into foreman. This error pops up every time. The game is able to successfully run and shows no conflicts. Any ideas why this might be happening?

Error logs:

these logs point to line 442 of the instrument-control.lua file, but I have no clue what this does
