Aiff -> FLAC conversion at high compression level causes stuttering sounds with VLC #218

What steps will reproduce the problem?

1. converting aiff to flac at a high compression level causes stuttering.

How about the reproducibility (always, sometimes, rarely, ...)?
Always.

What is the expected output? What do you see instead? Looking for a 
non-stuttering sound of original aiff file; instead getting stutters when 
converted to FLAC at high compression level.

What version of the product are you using? On what operating system?
Version 20131102 (145.0) on Mac 10.8.5

Please provide any additional information below.
Have replicated on other machines and other testers.

Do you mean the problem occurs with any AIFF files (regardless of channels, 
samplerate and bit depth) ? And how did you check the stuttering?

Turns out that now we think it was the playback (VLC), not the conversion.
The files played without stutters on Decibel. We checked on multiple
machines, and the same spot on the AIFF would produce stutters in the same
area when converted into high level compression FLAC and played back on
VLC, but not when it is converted to no compression or Ogg FLAC. However,
the converted FLAC which stuttered on VLC played without stutter on
Decibel. So now we think it is a VLC issue, and our google search showed
that there has been issues of stutters on certain playbacks.

And how did you check the stuttering?
We converted AIFF -> FLAC using XLD on multiple machines using multiple
settings for compression. All caused stuttering when played back on VLC
except for when we have no compression, or we converted to Ogg FLAC.

Hm, OK. So actually it isn't a problem of XLD.

https://trac.videolan.org/vlc/ticket/9863 says 2.1.1 is buggy and will be fixed 
in version 2.1.2.

Not entirely sure where the issue is yet, but we are now almost certain
it's the playback. We will be doing some in-depth checking with our
technical team (we run a digital record label so if we don't catch
something, our customers definitely will write in, and if we find more
issues, we may post again). Thank you for your help!
