Add support for comet tracking #198

With comet Ison heading this way, it might be interesting to add comet tracking 
to PHD2.  

This would require:
- all the information required to know asec/pixel
- the ability to enter some form of comet orbital elements

PHD2 could then move the lock point at the correct rate to keep the comet at 
the same place.
