update builds to use wxWidgets-3.0 #207

wxWidgets 3.0.0 is now available, providing bug fixes and a few enhancements 
over the version we are using now (2.9.4 windows, 2.9.5 mac).

As part of the upgrade, we need to:
  update the windows and mac project files to use wxWidgets-3.0
  update the windows, mac and linux Wiki pages for building PHD2
  produce a new Mac tar file containing pre-built dependencies including wx
