guiding controls on graph window require window to be too wide #225

even though we improved the graph window by wrapping the controls onto two rows 
when the window is resized, the controls are still too wide for some users, 
especially when using hysteresis as the algorithm on both ra and dec.

On my 15" MacBook Pro running MacOS 10.8.5 I have little screen real estate, so 
I reduce the sizes of windows as much as I can. I find that in r651 the two 
control rows in the graph window are fixed. The last three controls are in the 
2nd row and all the others are in the first row no matter how wide or narrow I 
make the window. When I reduce the width of the window, no wrapping occurs. 
Instead the rightmost controls in the upper row are hidden. I agree that my 
using hysteresis mode for Dec guiding makes things worse, but I have convinced 
myself that it works better for one of my setups
