enhancement request for spectroscopy: allow ability to nudge lock position #248

For spectroscopy it would be useful to have a tool to allow nudging the lock 
position, and to have a way to click on the image to set lock position.

Maybe we could make a tool similar to the manual guide tool with buttons to 
nudge the lock position in each direction, a place to enter the nudge size, 
plus a checkbox to enable a mode where clicking on the image would move the 
lock position to that point.
