GetLogicalProcessorInformation entry point error when starting phd2 on XP

What steps will reproduce the problem?
1. install phd2
2. start phd2
3. error dialog

What is the expected output? What do you see instead?

I expect PHD to start, it crashes instead.

What version of the product are you using? On what operating system?

Downloaded today, XP Pro. Pentium 4 with HT processor (yeah it's old)

Please provide any additional information below.

I searched the open-phd google group but the exact error did not show. Sorry if 
this is a known issue, first time installing openphd. Have run 'regular' phd 
for many years. Still works fine on this system.

A bit of googling indicates this may be addressed by updating XP to SP3. Please 
confirm.

This has been confirmed: PHD2 requires XP SP3 or newer.
