Unexpected right-to-left layout on Windows #281

Something caused wx to choose a right-to-left layout scheme.

This is probably "not-a-bug".

The language selection in PHD2 was System Default, and the system language was 
a Right -to-left language (he_IL). Windows (and/or wx) chose the appropriate 
layout for the system language. But no transalted strings were available for 
that language so as usual, phd2 fell-back to displaying the default, 
untranslated strings. Hence, English strings with a RTL layout.

The user should select English rather then System Default as the language in 
PHD2 to get the LTR layout.

Alternatively, it would be great if someone could provide an he_IL translation.
