Calibration dialog should use mount declination if available #327

What is the expected output? What do you see instead?

Please use labels and text to provide additional information.

The calibration dialog currently uses only a user-supplied value for 
declination. If pointing information is available, the dec value should be 
initialized that way to avoid confusion.
