Add guide log entry for dither_complete/settle_complete

The guide log contains info entries when dithering is started, but there is no 
matching info entry when the settling process is complete.  Such an entry would 
make it easier to do statistics on the guider performance while excluding 
displacements caused by dithering.

Most apps still use the socket server interface to dither. In that case there 
is no clear notion of when settling is done.  The apps may use MSG_REQDIST to 
decide for themselves when settling is done, but PHD2 has no idea when the app 
has reached that decision.

For apps that use the event server interface, we do have a settle done "event", 
so a guide log entry could be done at that point. But it would only be 
available for event server clients (and I agree it would be a nice enhancement 
in that case.)
