Adds faction support to the grid instances

[x] Synching faction data
[x] Claiming servers
[x] Unclaiming servers
[x] Inviting players to factions
[x] accepting invites
[ ] Building permissions on claimed servers
[x] Don't allow players to create a new faction without leaving their current
[x] Ability to leave your faction
[x] Don't allow players to join a new faction without leaving their current
[x] Web interface for factions

along with some misc tooling changes.
