Add fan speed var #27

This allows the user to input a fan RPM speed in the admin section for each server. When the actual fan speed goes above this setting, it colors the speed red.

I only have 1 server, so I can't test this against a multi-server setup.

I added the default value of 3000 for the 2 default servers and any new server.
