Should be a field inside the Controllers.FactionController Replacing the factionCivicAndEthicDataList currently present

It should be able to give information about any statistic modifier a faction might have Possible examples

Population Growth
Taxation
Output per pop
Output generally
Modifiers granted by ethics and civics
Modifiers granted by events
