This PR adds a planning document to the project where I'll be keeping track of our target functionality and our progress with implementation.

Seems fine as a plan, do you plan on using GitHub issues for this?

I was considering waiting to use GitHub issues until we had an initial prototype, but you know we might as well use GitHub issues. I'll create a milestone.
