According to the link here, there is no need for a unique phone number to be used when registering a business, the only unique entity is the business name. Therefore, even though using the same phone number for two businesses is not advised, it is completely possible, and thus our application should not explicitly disallow it.
For instance, a businessman could start two companies and hence be the point of contact for both companies, which results in the phone numbers being the same.

Reason for disagreement: Thank you for the response. In that case users might add a company with the same number without their knowledge that it is a duplicate since there is no warnings given, which could prove to be critical as it may be unknown to them and may not ever find out until they start contacting the wrong businesses with that same number to talk about a potential applicant. This would impact the users professionalism/reputation and doubts may arise about your implementation of the application.

The link that you pointed out pertains to partnerships, in other words businesses collaborating with other businesses, in that case they would be under a single entity and post jobs as a single entity in the first place, and not require two separate companies in the application.
For this situation I think you should alert users when they attempt to add a duplicate phone number, but still allow them to proceed if they confirm the action, otherwise by simply accepting the duplicate number it could affect the users.
While it can be argued that an address could somehow be split amongst two companies if the address is not so specific, Company phone numbers should be unique to each company, but I am able to add a company with the same location, and number as an existing company.
Steps to replicate: have the existing google company from the default sample data, if not use the add company command to add it
