Alpha Kernel Implementation

Following the draft spec in #113, we are ready to move forward with an Alpha Kernel Implementation. This involves updating the implementation to the current spec including:

• [x] Kernel Storage IKernel Interface in Kernel.sol
• [x] Procedure Table Implementation in ProcedureTable.sol
• [x] Procedure#Register Syscall Impl + Tests
• [x] Procedure#Delete Syscall Impl + Tests
• [x] Procedure#Call Syscall Impl + Tests
• [x] Account#Call Syscall Impl + Tests

Additionally to the kernel there must be ready:

• ACL System Procedure
• Version Control Procedure
• Primitive Command Line Interface
• Docs Page

Additional tickets will be included in the Alpha Release Board
