A few miscellaneous improvements to tests for Log and ProcCall.

Refactored log testing to be able to test more combinations.
Add assertions to ensure topics are used correctly.
Pass the payload for procedure calls via js test code, rather than inside the test procedures.
Clean up js handling of procedure keys in the procedure call test code.
