Abstract: Apply to reward the new contributors of the sharing meetup.

Reference implementation: It is recommended that @0x_jem(DeFi model optimization theory), Zhonglin(Zero knowledge proof principle explanation), JasonWan(Arbitrum retryable ticket), yan(Perpetual V1 code analysis)) , 0xstan(Perpetual V2 code analysis),should be given a reward of 1,000 yuan (160dai) per person.
