Abstract: Create a fund using GRT granted from Gitcoin R14

Apply to create a new fund using the 51000 GRT granted from Gitcoin R14. The fund will be managed by Xiepaopao within a year. 20% of the yield will go to Xiepaopao as the management cost. If the fund doesn't profit, Xiepaopao will deliver a technical sharing to offset the loss.

摘要：用Gitcoin第14轮获得的GRT成立一个基金

申请将14轮Gitcoin获取的51000个GRT token给xiepaopao保管，如果一年内产生正向收益，收益部分20%属于基金管理费用，亏顺则由xiepaopao来做一次技术分享弥补。
