Abstract: Web3 Youth Funding Program

Reference implementation: As the first full-time employee of Dapp Learning, @sansx has helped to build Dapp Learning's official web-site as well as has done much operation and maintenance work of Dapp Learning Community. Appreciate for his great contribution, i apply payment ( 2151 USDC ) to reward for his third month.
