The pillagers have no correlation with Sniffers, therefore there's really no meaning for them to "know" where the nearest pillager outpost is located after a banner has been given to them.
Now, I'm not necessarily saying that this feature should be removed, I'm just saying that it would make more sense for them to find something like a buried treasure or the trail ruins, and the pillager outpost locating feature could still exist in this mod :)
And this is how it would work: When you give a sniffer an item that has something to do with archeology (Like a disk shard) it would find its way to the nearest trail ruins that were added in 1.20
