Add TTF, OTF & kern.bin to pacpack

This adds TTF, OTF and kern.bin support to pacpack. TTF is used in Sonic Lost World PC while Mario & Sonic at the Rio 2016 Olympic Games uses OTF and kern.bin along with TTF. If you want to merge this then I'd recommend doing a squash commit.

Something interesting to add onto this: If you hexedit slw.exe to read ResOTFData instead of ResTTFData, SLW is able to load OTF files just fine. The following screenshot is using FOT-SkipStd-D.otf:
