For some reason, it seems like 3DS Max 2017 loads the fbx differently than 3DS Max 2014. The smoothing is what it's like in-game, but the vertex colors are all broken.
Meanwhile in 3DS Max 2014, smoothing is incorrect, but the vertex colors display properly.
I'm not sure if there would be a way to get around the 2017 issue, probably for now is give the option to disable extracting vertex color info from the model file.
