[BUG] Insane Chant #229

Describe the bug Insane chant is broken. If a plays sings it, the aff doesn't get applied to the characters in the room.

If a mob sings it, or it comes from MPBESTOW, then you cannot see anything from commands until it wears off.

To Reproduce Steps to reproduce the behavior:

  1. sing insane
  2. Fight a mob that makes applies insane chant

Expected behavior Words should all become jumbled up but should still show up for you.

Screenshots Lloth swiftly and deftly draws many threads from the aether to create a shimmering web. Lloth, the Queen of Spiders says 'Web of Delusion!' She casts it into the scrum, managing to ensnare you!
