[FEATURE] Revamped Starting Message #12

currently the starting message sucks, so here are some suggestions:

  1. Allow them to be hidden
  2. Check if the starting message is a command. If it is, and the starting message is set to hidden, check if the players message contains a command, if so, don't use the starting message
