Cyclic Forester not planting #4097

Bug Report

Forester not working, i let it run for a quarter of an hour in a 5x5 space and it hasn't planted anything, but it consumed energy.

The way the forester skips air blocks results in it not working for most height values with Cyclic alone. 31 appears to be the only working value.

However, even with this accounted for the forester is unable to plant trees in SevTech. I have not yet found the cause of this.

EDIT: We figured out our issue! If playing MC Eternal, MineColonies protection prevents this from working at all.

This occurred today on our LAN running MC Eternal modpack. We've had the Forester running for two days with no issue, and today it just stopped planting and harvesting, but it continues to drain energy. We noticed a graphical glitch where the tree kept blinking where it was trying to be harvested, but no harvesting was occurring. This seems completed broken now.

We attempted to remove power/replace, try a different source of power, break and replace, different configurations, different saplings, but nothing works at all.

That basically means Cyclic Forester does not work in MC Eternal and there is no workaround, since I tested this in the overworld, with a single slab of dirt on stone, with plenty of light and energy, at multiple levels and heights, with vanilla and non vanilla saps.
