Unable to grow the nether quartz seed.

Bug Description

I am trying to get pure nether quartz crystal but the seeds will not grow. I have tried everything they show on youtube but mine is not working the same. ### Did this behavior use to work in the previous version? I have not tried previous versions ## Steps to Reproduce (for bugs)
