They are deliberately blacklisted as the folder currently doesn't keep NBT. In the worst case, this causes crashes when the entity is put back into the world. Resource hogs randomly change type.
Wait, zombies and skeletons aren't blacklisted? Are you sure those don't go in?
Attempted to just now in a creative world, and previously tried in a regular survival world. Zombies, skeletons, and the androids from my spawn room would not be filed in folders.
What have you managed to put in a mob folder?
Oh. The way the blacklist is done you can't blacklist a Zombie Horse without blacklisting a Zombie.
Names are as shown on the folder. Tried to be comprehensive, in no particular order (I was filing them in cabinets to track which worked):

My dreams of a mass mob accumulating filing cabinet spawner system depends on at least the hostile spawns being able to be Mob Foldered :(
