Can confirm this is happening with myself on v 1.0.2 Additional info from my end includes:
I can confirm. Same issue. Easy to work around for now. Just place a block next to the actual thing you need to link to.
if you use the GPS while crouching, it will offset to a different block.
If you use without crouching just standing normally (not under a halfslab either) it works as before. can you test and confirm this?
Sorry if this change wasnt cleanly explained, as before it ignored your crouch. but im not sure if an extra item tooltip would help
It works fine without crouching. Guess I'm used to doing it out of habit.
oh youre right tho for some machines it doesnt cancel the event and it doesnt really come together
1.5.8 updates this which i just released (or roll back to 1.5.6) https://www.curseforge.com/minecraft/mc-mods/cyclic/files/3505617
I'm running 1.5.8 and the highlighted block still does not line up when crouching. Reverted to 1.5.6 and it works correctly.
Just checked 1.5.8 for myself and everything functioned properly. If anyone has follow up on this let me know.
I figured it out. I was flying and used Shift+Space to right click. If I'm standing on the ground the GPS works correctly.
I have same problem with machine blocks. For example, if I want to send wireless energy to forester I have to break forester machine and use cyclic gps card with shift + right click on block that would be near the forester. I couldn't use gps card using just right click because it opens forester GUI.
This is fixed and will be available in the new pack version (1.0.3)

Issue Description
previous version when using cyclic gps card to link block for wireless senders, use to click and highlight the block you wanted. but todays update it highlights the block next to what you want to click making linking dificult. you now have to break the machine or block, link the area with gps card, then put machine back in area you just highlighted.
