Refactor splits.c. #3

This source file is a huge mess and should seriously be cleaned up.

I managed to make it a bit cleaner during a refactoring session.

Unfortunately it depends on livesplit/livesplit-core#290 and livesplit/livesplit-core#289 being merged before I can push the changes.
