BUG: Clod Chucking Shovel not working properly

Issue Description

Nothing happens when you throw dirt clods at other players

Reproduction Steps

use the Clod Chucking Shovel

Expected Behavior

The dirt clods should grow flowers on nearby characters and restore 6 imagination to them. Other than the description I have no live evidence of this in action.

Environment

ubuntu server

They do work but do not track towards a player. So you need to manually aim it at a player however I can attest that the shovel does still work. The animation does not play though which is the only known bug with the shovel. if you want to change this issue to be about the animation go ahead, but the shovel projectile itself does do what it says it does when the projectile lands on a player.
