Linked/aggroed monsters should not build enmity until acted upon (again). #2916

I have:

Client Version (type /ver in game) : 30160203_0

Server Version (type @revision in game) : ff4a4e4

Source Branch (master/stable) : master

Additional Information (Steps to reproduce/Expected behavior) :

This was reported a few weeks ago, and closed as fixed. It's not fixed.

If "Player A" aggros a Goblin, then "Player B" Cures "Player A", there should be no enmity increase or target change from the Goblin until "Player A" offensively acts upon the Goblin.

Currently, the Goblin will begin attacking "Player B".

@teschnei - 06bc099 does not seem to have fixed this issue.

use the "reopen" button next time
