Added Festive Moogles

Added scripts for Festive Moogles on each starter city.

this is wrong. This only happens if other conditions are met - you have no conditions here.

these npc's also have multiple events most of which are trade events (mog pells of various colors).

the default action on this should be its standard dialog. Since registration codes aren't a thing in darkstar, I suggest char_var checks - if a server owner wants to hand these out they can set the var on the player through some means.

• changed festive moogle to use variables, added cs if no variable assigned.
• commented trade for festive moogles for someone else to tackle it 😸
