Add A badges tab with two ways to view: "Badges and who has earned them" and "Scouts and what badges they have earned"
Should be possible to see (by clicking through?) when a badge was earned and also when it was physically presented to the scout.
Note that scarves are considered a kind of badge for these purposes.
