As an overmind user I want to specify a single overmind configuration To remove special scripts that start overmind with --formation etc

I imagine the procfile and the rcfile as a manifest tuple that represents desired startup state.

If I understood you correctly, .overmind.env is what you need. Please take a look at https://github.com/DarthSim/overmind#overmind-environment
