Paranoid List as Allow - Blocking 0 IP's - Bad thing #377

What steps will reproduce the problem?
1. Set the iblocklist Paranoid List to Allow. 
2. Let List Generation Cache finish  - Blocking 0 IPs
3. Restart PeerBlock - Still Blocking 0 IPs

What is the expected output? What do you see instead?

Expected Output:
PeerBlock should give a warning when setting the Paranoid List as allow.
On start-up, PeerBlock should check to see if the Paranoid List is set as 
Allow, and if set as allow, Give some sort of warning or something, maybe 
disabling the list, because Having the Paranoid List as allow, defeats the 
entire purpose. 

What I see:
Blocking 0 IPs on start-up with Default Lists and other lists set to Block.

What version of PeerBlock are you using? On what operating system? 32- or
64-bit?
PeerBlock 1.1 r540 - VS2010 Build - "Xhmikosr's vanilla build"
Windows XP SP3

peerblock.log and/or any screenshots that would help explain your problem.
