Command line options for startup control - default parameters #400

Please provide some mechanism for of either start up command line options to 
force blocking on/off and/or create a default start-up config file. this way PB 
can be assumed to be in a known state upon reboot. Currently it remembers the 
last settings, but this isn't always what is wanted on startup.
