Recently downloading something I'd seen an entry in "blocked" log and was
interested with it just by occasion:
Ministry of Internal affairs 213.5.135.12
Quick look over lists gave me a "standard" built-in "P2P" list entry
Ministry of Internal affairs 213.5.135.0-213.5.135.255
BUT Whois shows an absolutely different thing:
213.5.135.12
213.5.128.0 - 213.5.135.255

Russian Federation
[RPs skipped]
KOMMERCHESKIYE-IS-NET

Looks like built-in Anti-P2P list contains many "false positives"
