DarwinCommunity and Darwin no longer use "checkIfVotesIsEligible"

Removed checkIfvotesIsEligible function that darwin as calling on the darwin community contract on every transfer. It seems like this was a leftover function from a previous implementation on the community contract and is no longer necessary as the tokens are now being spent to vote
