What's the argument for adding this? The text of the GPL already comes with Emacs. Is it just so that automated tools can figure out the license of the repo?

Open source works best when there's zero ambiguity about the license. For us, this means that both tools and humans know where to find the license, and know it applies to the project. This also means the full text of the license is present and accompanies the code.
