this is not ready to merge, i have not idea how to make it works

somehow this works on windows: pigar -h

but this is not working on windows: rganalysis -h

Notes:

I was able to run only bs1770gain backend on Windows
not possible for me to install audiotools on Windows: many errors, among them syntax errors + error: command 'C:\\Program Files (x86)\\Microsoft Visual Studio\\2017\\BuildTools\\VC\\Tools\\MSVC\\14.16.27023\\bin\\HostX86\\x64\\cl.exe' failed with exit status 2 (on linux it was very easy without errors)
unpack bs1770gain archive to any PATH folder, it is detected and works ok https://sourceforge.net/projects/bs1770gain/files/bs1770gain/
without -j 1 crashes
when run from source it works, but when installed it does not work, args are not passed I don't know how to solve it
