Wireshark stack-based out-of-bounds read in nettrace_3gpp_32_423_file_open #694

The following crash due to a stack-based out-of-bounds read can be observed in 
an ASAN build of Wireshark (current git master), by feeding a malformed file to 
tshark ("$ ./tshark -nVxr /path/to/file"):

The crash was reported at 
https://bugs.wireshark.org/bugzilla/show_bug.cgi?id=11982. Attached are three 
files which trigger the crash.

visible to the public.
