Is your feature request related to a problem? Please describe. At this very moment i am trying to terraform underwater. Multiple times i accidentally entered "swim mode" which can interrupt instamining or make me mine on the wrong height.

Describe the solution you'd like An option to just stay in "walk mode" like in 1.12 and before.

I'm not to sure if or how it's possible to implement that, but I'll try to implement it.
