PreRoll can be added to Server Side Ad Insertion.

Provide clear requirements on how a PreRoll can be added to a client joining a service.

Are you referring to the PreRoll element? We can bring this in as an additional subsection of IF-5

preroll means start over after joining (no state for the client, one and one) => add this to use case
limiting the timeshift to join time is not supported => exclude Investigate PreRoll
