The whole thing was already done once in 2012-2013 as a part of ISO/IEC 23009-4 (DASH-SEA), which was written to emulate Apple’s AES-128 encryption for TS segments.

Adding ClearKey and lurl to CENC is probably simpler although w can update DASH-SEA for the purpose.

My preference is trying to bring both this and laurl to MPEG. Note that Azure (see #3) uses ISO/IEC 23009-4 (DASH-SEA).
