Timing model - normative language adjustments to use statements of fact #360

Closed sandersaares closed 4 years ago

sandersaares commented 4 years ago

If requirement is imported from reference, just use statement of fact language:

This document uses statements of fact (e.g. "is" and "can") when describing normative requirements defined in referenced specifications such as [[!MPEGDASH]] and [[!MPEGCMAF]]. [[!RFC2119]] statements (e.g. "SHALL" and "SHOULD") are used when this document defines a new requirement or further constrains a requirement from a referenced document. See also [[#conformance]].

Some trivial language/hyperlinking/editorial adjustments also included. Also added some todos for 4th ed work.
