Updated 01-21 to reference MPEG DASH and CMAF, and to classify which… #375

… requirements are coming from those standards.

Following our discussion this week during the V5 editing call, I updated 01-21 sections, addressed issues and tried to separate the SHALLs coming from MPEG spec vs additional SHALL that DASH-IF guidelines add to them.

The following issues has been addressed in this pull request:

349, #350, #354-#356, #358-#361, #363-#370

And new issues were opened:

371-#374
