ffmpeg packaging of DASH content sometimes inserts incorrect timescale value in manifest. #417

A bug has been identified with ffmpeg packaging of DASH content https://trac.ffmpeg.org/ticket/10134. Specifically the timescale value reported in the manifest does not match the in-band value in the init segment. This seems quite problem with DASH packaging and the hope is that DASH IF can help in prioritizing a fix.
